Award winning asset management at KempseyAn asset management system that provides Kempsey Shire Council Officers with complete data on Council's assets, their current state and any necessary maintenance work recently won the 1997 IMEA (NSW) Award for Management Initiative. Using Mapinfo geographical information software, Council has compiled a complete database of its bridges, culverts, water supply, drainage, cemeteries, Council buildings and other assets, together with condition ratings and their current value. Depending on requirements, data can be displayed in geographical, pictorial or spreadsheet form. New data can be incorporated into the program on an ongoing basis. Integration of other information, such as general property information, with the asset database creates a cost effective system. The ease with which instant information, about the value, condition and maintenance needs of existing assets, can be accessed by Council officers saves valuable time. It also allows for continuous monitoring and improved budgeting to maintain asset value. For example, it is possible to display all bridges in the district requiring new girders and those which will require them in the near future. Work gangs can then be more efficient in prioritising their tasks. All staff have access to the data, from works depots to office areas, gangers to managers. Initial field data was recorded by workers employed under a 'Special Projects' scheme, funded by the Federal Government and trained by Council staff in the use of Council's computer system. "The system is particularly valuable for small Councils where asset values are high but resources to monitor their maintenance are limited," said Mike Dutton, Design Engineer. Kempsey Officers have adapted the system to suit Australian circumstances and are licensed carry out demonstrations and training in its use for other Councils.
