Cooperation and learning rather
than competition Launched in April, the Local Government
Community Services Association of Australia's Good Practice and
Benchmarking manual is timely given concerns raised at the recent
Premiers Conference about the excesses of National Competition
Policy. Titled 'Working Together to Develop Our Communities', the
manual is the result of a project initiated in 1998 by LGCSAA.
Editorial As the wrangling and
the deals go on in Canberra, Local Government concern continues about
the impact on Councils and communities of both a GST and changed
funding arrangements between the Federal and State Governments. On
the second of these vital issues the Australian Local Government
Association (ALGA) achieved a major victory, with the Senate recently
passing a resolution rejecting the proposal to transfer
responsibility for the payment of Local Government Financial
Assistance Grants from the Commonwealth Government to the States and
Northern Territory.

International stage for remote
community One of the most isolated Councils in the world has sent
a troupe of artists to North America to promote their unique
culture. Galiwin'ku Community Government Council on Elcho
island is located 600 kilometres east of Darwin. Though remote it is
no stranger to the international stage. Works by local artists are
featured in major collections around the world
Partnership in new residential
development Four thousand residents and visitors witnessed
Playford Mayor, Marilyn Baker, receive an Award of Appreciation from
Hickinbotham Homes General Manager, Michael Hickinbotham, at the
opening of a display centre at Andrews Farm in April. The
City of Playford has been instrumental in assisting the Andrews Farm
development, Adelaide's largest private housing development.
Strategic planning brings new Council
together South Australia's new City of Norwood, Payneham and St
Peters resulted from the merging of three former Cities. Bringing
together disparate practices, policies and procedures of the former
Councils was an immediate priority.
International Engineering Congress Now
is the time to register your interest in attending the International
Congress on Local Government Engineering and Public Works,
incorporating the 10th National Local Government Engineering
Conference. It will be staged at the Sydney Convention Centre from
22-26 August.
