-Engineers take up the challenges
President of the American Public Works Association and keynote speaker at the recent first International Congress of Local Government Engineers and Public Works, Robert Miller, told delegates that public works professionals must be willing to embrace change or 'risk becoming the technological dinosaurs of the 21st Century'.

-Cutting edge Congress CD
Instead of the traditional large booklet, delegates attending the International Local Government Engineering and Public Works Congress received a CD Rom covering the conference proceedings and papers. Believed to be the first Local Government conference in Australia, and quite possibly overseas, to use this leading edge technology, the 650 Megabyte CD includes over 400 MB of video.

-GST - prepare now
The GST will be implemented in just under 11 months. This is enough time for Councils to be ready if, but only if, preparations start immediately.

-Australia Day Y2K
Western Australian communities have the opportunity to record their Australia Day 2000 celebrations in a documentary video.

-Community involvement in Office extension
When the Shire of Kent in Western Australia determined that it needed to extend the Shire Offices this was greeted with some scepticism by local residents. As many Councils find when they need to spend money to do their job more efficiently, those who are remote from Council operations do not always see the need for this outlay.

-Changes we have seen
Some of the most valuable and interesting information about the society we live in is not contained in books but in people's memories. Recognising this, Toowoomba City Council has produced a video featuring the recollections of its older citizens.

-Business Entry Point and The New Tax System
In July, legislation for A New Tax System (ANTS) Act 1999 passed into law. One of the objectives of ANTS is to make it easier for business to conduct dealings with government by establishing a system for registering businesses or 'enterprises', and issuing them with unique identifying numbers &endash; an Australian Business Number, or ABN.

-GST training
Queensland's Pine Rivers Council is gearing up for the introduction of the GST. In August Council representatives attended workshops on the GST, conducted by the Local Government Association of Queensland.

-City of Stirling's purpose designed Internet Training Centre
Any trainee who has ever suffered from tuition by those who 'can do, cannot teach' will appreciate the attitude of Western Australia's City of Stirling. The City has established an Internet Training Centre in the Mirrabooka Library to assist residents and Council staff to make full use of this important area of communication and learning.

-Across the Territory Local Government Learning
The Local Government Association of the Northern Territory is set to launch a new information initiative to be called Local Government Learning. This follows the completion of the federally funded RAMP program in June.

-All you need to know about Local Government
Western Australian Councillors are enthusiastically embracing the Western Australian Municipal Association's extensive, nationally accredited, Elected Members Development Program. Conducted by the Municipal Training Branch, the Program aims to bring greater professionalism to Local Government.

This issue includes the latest news on Local Government issues, particularly the Federal Government's most recent initiatives in Local Government.

-Strategic Partnerships
The National Office of Local Government (NOLG), part of the Regional Services and Local Government Branch of the Federal Department of Transport and Regional Services, provides advice to the Minister on Local Government issues.

-First Rural Transaction Centres approved
Twelve councils have successfully secured funding in round one of the Federal Government's Rural Transaction Centres (RTC) Programme.

-Leading Practice projects
Fifty Leading Practice projects were funded through the National Office of Local Government in 1998-1999.

-National Awards for Innovation launched
The Federal Minister for Local Government, Senator Macdonald, recently launched the 12th National Awards For Innovation in Local Government (NAILG) at the 18th IMM National Congress in Canberra. The Awards are a major event for councils and identify and reward Local Government bodies who are developing and implementing innovative, resourceful practices that lead to an improvement in government outcomes.

-GST update
As a service to Local Government, we intend to give a regular update in The National Perspective on developments with the Government's tax reform package and in particular the broad-based Goods and Services Tax (GST).
